Why Is Peru’s 12% Higher Mining Safety Budget Reshaping PPE Imports in 2026?

2026-09-22

With new copper and silver mining projects kicking off across southern Peru, the country’s mining sector has raised its workplace safety budget by approximately 12% year‑on‑year for 2026. Local labor inspectors have ramped up on‑site safety patrols at mine sites. Companies face fines if personal protective equipment (PPE) without valid certification is found on site. Importantly, procurement buyers can also be held jointly liable for such violations.

Unlike Chile and Brazil, Peru does not have a unified national mandatory PPE registration system. Nevertheless, large mining operators and main contractors have set strict internal compliance standards. Most major mines now require PPE to meet recognized international standards, supported by verifiable third‑party laboratory test reports.

A notable shift is taking place along the supply chain. Previously, many importers checked compliance documents only after goods arrived at port. Today, more Peruvian purchasers choose to pre‑audit overseas manufacturers before placing orders. This pre‑vetting strategy helps buyers avoid costly risks such as cargo detention, rejections and return shipments caused by non‑compliant documentation.

Four categories of safety products are seeing the strongest demand from new mining developments: safety footwear for heavy‑duty mining environments, cut‑resistant protective gloves, respiratory masks, and industrial first‑aid kits.

Market observers note that Peru is emerging as one of Latin America’s fast‑growing PPE markets. While there are no nationwide legal registration requirements, mine‑led compliance rules have effectively raised the entry bar for foreign suppliers. Low‑cost products lacking supporting technical paperwork are losing competitiveness.

PPE exporters targeting South America need to adapt to this new reality. Being able to supply complete test records and support pre‑qualification audits has become a key advantage for winning mining tenders and long‑term project orders. As Peruvian mines keep strengthening risk management, suppliers with standardized, traceable documentation will stand out amid growing competition.
